Absolutely, and this is a lovely use of it. Tell ChatGPT who the speech is for, your relationship to them, and two or three real memories or qualities you want to mention, and it will draft something warm you can then adjust in your own voice.
I helped a friend write a toast for his granddaughter this way. He read the draft, changed a few lines to sound more like him, and said it came out exactly right.

What to Give It
The more specific detail you provide, the better the result. Instead of "write a wedding speech," try: "Write a two-minute wedding toast from a grandfather to his granddaughter, mentioning that she loved painting as a child and always made him laugh." Real details make it feel personal instead of generic.
Making It Sound Like You
Read the draft out loud once it's written. If a phrase doesn't sound like something you'd actually say, ask ChatGPT to change just that line, or edit it yourself. The goal is a starting point you shape, not a finished script you read word for word.
Practicing Beforehand
Ask it to shorten the speech to under two minutes if you're worried about rambling, and read it aloud a few times before the big day. A little practice goes a long way toward feeling calm when you stand up to speak.
